A decent Digital camera, I'd say impossible. Unless it's a chinese crappy "Mobile" webcam.
But there are lots of used FILM models, including SLRs (amateur models). These are usually good (depending of what you get, of course, there are great models and crappy stuff). And in the condition, because, if it needs an overhaul, you may have to pay 100$ for it. Most may be useable, but a CLA/overhaul would be nice
Great cameras that may be found at that price would be the Olympus trip 35 (compact, great camera, great lens and automatic); Pentax K1000 (if you can find it at that price), Minolta X700 and similar, Canonets (great lens for low light) etc.
For day to day use and a person that's not interested in photography, the Olympus trip 35 is a good camera. Lots were made (10 million) and it's cheap, it's got a sharp lens, it's solar powered (cells around the lens) and has no batteries, automatic and simple; It's build quality is much superior to any compact made today, in my opinion. My dad owns one and I've got a collection of photographs made only with it, all are perfect.
eBay has lots of listing on cameras. Goodwill, charity stores, flea markets and such places are also good ways to find some. With the advantadge of being able to test.
Using modern film in this cameras gives superior results to current compacts, although Film has to be scanned if you want a Digital file. If you live in the USA, I heard that most drugstores that offer processing and CD scanning are decent.
